課程概述
回歸十年後,香港對於公共議題已然逐漸發展出一套特定的模式。在中國大陸中央政府統治下的特別行政區,民主歷程更是舉世矚目的焦點。保存與再利用的課題在香港也逐漸引起民眾的關注,如藍屋,而近期皇后碼頭的保存行動與西九龍文娛藝術區的規劃方案,更是引發熱切討論。這些對於民主進程具有相當重要的性的案例,值得我們加以研究。在這堂實習課中,我們將參與香港民眾對於西九龍文娛藝術區規劃方案的制定。

西九龍文娛藝術區(West Kowloon Cultural District)是香港特別行政區首任行政長官董建華任內提出,地理位置在西九龍填海區臨海地段,面積約40公頃,規劃目標設定為香港新文化與藝術中心。2002年所舉辦的概念設計中,由Norman Foster & Partners獲取首獎,成為西九龍文娛藝術區發展的概念計畫。2006年4月成立「西九龍文娛藝術區核心文化藝術設施諮詢委員會」,工作重點在重新審視核心文化藝術設施的需要,並就發展有關設施的財務要求向政府提出建議。

相對於政府版本,由民間團體所發起的規劃設計,迄今亦已舉辦六次「西九參與式工作坊」,邀集不同團體共同討論西九龍的未來,並對於未來西九龍空間規劃元素提出相關具體設施。基於上述背景,本實習擬與香港科技大學陳允中教授等共同合作,期能於香港舉辦1~2次工作坊,在之前工作坊之基礎上,具體生產出民間版本的規劃方案。

課程目標
本實習課將聚焦於「西九龍文娛藝術區發展計畫」課題。香港特區政府預計於七月中發布西九龍計畫的財務方案,並於年底正式發表規劃方案。值此之時,關心西九龍計畫之民間團體,希望能提出民間版本的規劃方案。

本課程希望透過資料研讀、規劃方案研究,以及實地至香港與地方團體共同進行一至二次的規劃工作坊,期能提出屬於民間版本,具有實際可行性之方案,作為後續推動的基礎(此一合作方案係由都市改革組織所發起,都市改革組織亦將持續參與其中)。

課程要求
選修本課程之學生,預期每週含課堂討論時間(6小時)將需花費20小時,且必須承諾能前往香港全程參與工作坊至少兩次。此外,除了規劃方案的集體成果外,每個學生必須撰寫約3-4000字的課程報告作為課程成績評量基礎。

Elective course open to graduate students who must have completed one full year of Environmental Planning and Design Studio 1 and 2. In this course a maximum of 8 students will be accepted.

Course Syllabus

Course Description
Ten years after repatriation, Hong Kong has developed a distinctive style in public discourse on public issues. As a special administrative district under China’s central government rule, experiments in democracy have received considerable attention. Notable recent events include the preservation and reuse of older residential structures such as the Blue House, the current actions in attempting to save the Queens pier, and the West Kowloon Cultural District mega-project. These are important examples of democracy in the making and are valuable cases for study. In this studio, we have chosen to participate in the making of a people’s plan for the West Kowloon Cultural District.

The West Kowloon Cultural District was first proposed by Mr. Tung Jian-Hua, the first administrator of the Hong Kong Special Administrative District. It is a land-fill parcel of about 40 hectares to be developed as a new center for culture and art. A conceptual proposal by Norman Foster Associates was made in 2002. In April of 2006, the administration formally established a consultative commission to oversee the development program and its financial plan. However, due to extraordinarily intensive criticisms of the plan, the proposal was abandoned.

In contrast to the official proposal, local organizations have conducted at least 6 participatory workshops to coordinate public input in envisioning the future of this parcel of land. Based on this previous work, this studio intends to continue in the spirit of participatory planning in facilitating and assisting in 1 or 2 public workshops to further the specifications of the citizens’ ideas and to advance the production of a people’s plan for the West Kowloon Cultural District.

Goals and Objectives
This studio will focus on the development planning of the West Kowloon Cultural District. The government intends to announce its financial plan in July and a physical plan by year end. During this time, local organizations and citizens concerned about this development intends to produce a people’s version of the plan in order to engage the government in a useful dialogue regarding the future of this parcel.

This studio course will analyze all the existing materials including the previous proposals, and then go to Hong Kong and collaborate with local organizations, through Prof. Yun-chung Chen at HKTU, in conducting 1 or 2 participatory design workshops. (This collaboration was initiated by OURs and will continue to be part of OURs’ mission.) The results of these workshops will be submitted as reports to be part of the People’s plan for the West Kowloon Cultural District.

Course Requirements
Students enrolled in this studio will be expected to spend at least 20 hours a week on this project including the class times. In addition, all enrolled students must be committed to go to Hong Kong at least two times and to fully participate in the design workshops. Besides the collective product of the plan, each student will submit a course evaluation report of about 3-4000 words in order to receive a grade.

(Note: Each enrolled student needs to cover travel cost to and from Hong Kong. Lodging will be provided by local collaborators.)
